The "iron hand" of pollution control has become more and more tighter

Recently, the Environmental Protection Bureau of Shaoxing City, Zhejiang province issued the Notice on Adjusting Wastewater Discharge Standards of Urban Sewerage Industry Enterprises in the Urban Area. It is required that all industrial wastewater from Shaoxing Water Treatment Development Co., Ltd. within the urban area will be incorporated from July 1, next year. Uniformly and comprehensively implement the three-level standard of the Integrated Wastewater Discharge Standard, that is, the concentration of chemical oxygen demand (COD) tubes must be controlled to be less than 500 milligrams per litre.

Although the target of the notice was Shaoxing's urban enterprise, the notice still made the operators of printing and dyeing enterprises in Shaoxing County nervous. People in the industry believe that it will be sooner or later to implement this discharge standard in Shaoxing County, which will make it even more difficult for the printing and dyeing companies that are now guilty of sewage discharge and sewage disposal standards.

Since this year, Shaoxing printing and dyeing companies have faced unprecedented pressure for reducing emissions after experiencing recruitment shortages and power shortages. The total amount of sewage discharged from the municipal government to Shaoxing is 540,000 tons per day, which also includes the discharge of domestic sewage. The largest amount of sewage discharged in Shaoxing reached 780,000 tons per day. Affected by this, the operating rate of many printing and dyeing companies in Shaoxing is less than 70%.

According to the general manager of a printing and dyeing company in Luan Town, the total amount of pollutants is controlled. Nearly half of the company's equipment is currently idle and there are businesses that do not dare to answer. For the future development, the manager is very contradictory: On the one hand, he believes that the textile industry is the pillar industry of Shaoxing, and that printing and dyeing play a role in the textile industry. The government will not turn a blind eye to the difficulties of the company. As long as this period of time is upheld, the government may open up a network of printing and dyeing companies, so that the current equipment can be used again. On the other hand, they are afraid that the government will continue to increase the pressure of reducing emissions. Enterprises will lose their markets if they do not implement technological reforms as soon as possible.

Since last year, Shaoxing County has adopted a series of iron-clad pollution control measures, such as the implementation of a special clean-up project for the printing and dyeing chemical industry construction projects, and the “last phase-out” system in which dyeing and dyeing enterprises enter the wastewater in excess of the standard. This year, Shaoxing County also recalled the "contrapment curse" on the over-standard sewage in printing and dyeing enterprises, and forced the closure of discharge valves for printing and dyeing enterprises for over-discharged sewage.

Faced with increasingly stringent emission reduction policies and measures, industry sources pointed out that hesitation is not obligatory, and an early escalation is the best way out. Shaoxing County started the agglomeration and upgrading of printing and dyeing industry from last year. In 5 years, 80% of Shaoxing's printing and dyeing enterprises were gathered in Binhai Industrial Zone. At present, 41 printing and dyeing companies have settled in Binhai Industrial Zone, and 96 companies have signed up for settlement this year. After the 137 printing and dyeing enterprises have completed their gathering, they will account for almost 80% of the printing and dyeing capacity in Shaoxing and will undoubtedly effectively promote the upgrading of the industry. At the same time, the printing and dyeing industry in Shaoxing County is also actively eliminating backward production capacity. Last year, Shaoxing County completed 440 million meters of backward printing and dyeing capacity. This year Shaoxing will also eliminate 500 million meters of post-production capacity.

Happily, under the severe pressure of reducing emissions, some printing and dyeing companies in Shaoxing County are actively taking measures to reduce emissions. In the Binhai Industrial Zone, five printing and dyeing companies, including Shengxin Printing and Dyeing, Shumei Special Printing and Dyeing, and Bailiheng Printing and Dyeing, introduced new reclaimed water recycling technology—membrane processing technology. According to reports, this technology can reduce the concentration of COD after printing and dyeing wastewater treatment to within 50 milligrams per liter and can be completely reused in industrial water use. Although the membrane treatment technology is about 40% higher than usual pretreatment costs, the amount of pollutants discharged can be reduced by more than half. In addition, Zhiren Printing and Dyeing invested 8 million yuan to introduce the reverse osmosis membrane technology produced by the Dow Company, and expanded and transformed the printing and dyeing wastewater treatment system and the deepwater reuse treatment, and achieved good results. □ Qiuli
