In the first phase, the compulsory inspection system for “apparel and apparel accessories worn by infants and young children under 24 months or less than 86cm in height” has been implemented since July 1, 2011. The compulsory inspection system for "clothing, underwear, towels, sweaters, swimwear, hosiery, bedding, etc." will be January 1, 2012.

According to the provisions of the mandatory inspection system, textile and apparel products received from Taiwan must comply with CNS15290 "Standards for Textile Safety (General Requirements)". CNS15290 mainly includes free formaldehyde, azo dyes, lead content, cadmium content, and organic tin compounds. , component analysis and physical safety items, etc., at the same time require ingredient identification, washing marks and origin to be attached to the goods. Once the product passes the mandatory inspection, it must be accompanied by a commodity inspection mark, which can be attached to the product, the tag or other packaging materials. In addition, the inspection department in Taiwan prohibits retailers from selling textiles that are not accompanied by product inspection marks. The compulsory inspection system imposes stricter requirements on textiles and is more in line with the requirements of the United States, the European Union and other countries. Its implementation will greatly increase the technical barriers to textiles given to Taiwan.

Textile and apparel products are one of the major commodities exported to Taiwan by the mainland, especially since the Early Harvest Plan of the Cross-Strait Economic Cooperation Framework Agreement (ECFA) was implemented on January 1, 2011, the mainland’s textile and apparel products exported to Taiwan have grown significantly. . In January-November 2011, Changzhou District inspected 280 batches of textile and apparel products for inspection. The inspection amounted to 10 million US dollars.
